This winter has been a cold one. Water lines have frozen all over town, and municipal workers go outside at all hours to clear blocked pipes. There are smiles all around when the water starts to flow again.

This is worthy of a news photograph -- or feature story. IMHO.
I was on my way home from the theater and I had my camera with me - I spotted the lights just past my normal intersection, so I parked the car and walked over. "It's that old story: f/8 and be there!" Thanks!
